Overview Developing a CR WASH Finance Strategy - Lead Consultant
WaterAid is an international not-for-profit organization working in 28 countries including Pakistan. The organisation’s vision is of a world where everyone has access to safe water and sanitation. To attain its vision WaterAid is transforming the lives of the poorest and most marginalised people by improving their access to safe Water, Sanitation and Hygiene (WASH). The organization works with partners and government departments / institutions in strengthening their capacity to deliver WASH programmes. WaterAid’s policy and advocacy efforts focus on decision-makers to maximise impact of its interventions.
WaterAid has supported the implementation of WASH programmes in Pakistan since 1996 and opened its country office in 2006. WaterAid Pakistan’s work aims to deliver projects on water, sanitation and hygiene and to engage government and policy makers on WASH models, human rights to WASH, sector governance, health sector prioritization, and climate-resilient WASH systems.

3. The Purpose of Assignment Pakistan faces challenges in ensuring equitable access to safe water, sanitation, and hygiene (WASH) services amid climate change. Disasters such as floods, droughts, heatwaves, and water scarcity disproportionately impact the poorest communities and stress WASH infrastructure and governance. The WAP aims to develop a CR-WASH Finance Strategy that links climate change and health, and integrates gender and social inclusion as cross-cutting principles, ensuring the needs and voices of women, girls, and marginalized communities are reflected throughout assessment, planning, and capacity-building processes. The assignment will entail :
Comprehensive desk review of existing Climate Resilience-Wash policies, programmes, frameworks and strategies.
Review of existing fund flows and their performance through equity, inclusion, effectiveness, and efficiency lenses.
Multi-stakeholder consultations in Islamabad and provincial capitals to identify Climate Resilience WASH actions, financing gaps, and barriers to climate finance access.
Comprehensive assessment of climate-resilient WASH investment gaps and opportunities covering domestic and international finance sources to inform the strategy.
Develop National CR-WASH Finance Strategy and Action Plan with provincial annexes for Punjab, Sindh, KP, and Balochistan.
4. Qualifications or specialised knowledge / experience required WaterAid Pakistan intends to hire a consultant for up to six months with the following ToRs and experience to support the development of the strategy.
Lead Climate Finance Consultant – CR-WASH Strategy
Lead desk review of national and provincial WASH and climate finance policies, programmes, frameworks, strategies, and institutional mandates.
Design and lead stakeholder consultation processes at national and provincial levels.
Conduct a comprehensive financing gap and investment opportunity assessment for climate-resilient WASH.
Draft the National CR-WASH Finance Strategy and Action Plan, including separate provincial annexes.
Facilitate validation workshops and incorporate stakeholder feedback.
Provide technical oversight and ensure quality assurance of deliverables.
Qualifications and Experience
Master’s or PhD in Economics, Public Policy, Climate Finance, or related fields.
At least 5 years of experience in WASH, health, climate adaptation, or climate finance programming.
Proven experience in strategy formulation, financial modelling, and multi-stakeholder consultation.
Strong analytical, writing, and facilitation skills.
7. Intellectual Property Rights All documentation related to the assignment shall remain the sole and exclusive property of WaterAid Pakistan.
8. Timeframe This assignment is expected to begin by 26 September 2025 and shall be accomplished no later than 28 February 2026. The consultant shall observe official working hours from 9 : 00 a.m. to 5 : 00 p.m., Monday to Friday, and will be required to perform duties in person during these hours.
9. Evaluation criteria Technical offers will be evaluated according to the criteria below, with a technical qualification threshold of 70.
1) Relevance and Experience
1.1 Minimum 3-5 years of relevant educational background and experience (see section 4).
1.2 Demonstrable experience producing high-quality assessment / evaluation and strategy reports for international development organizations and the Government of Pakistan.
1.3 Cross-reference with two recent clients (names and contact details).
Grand Total : 100 points. Threshold : 70 points.
Financial offer For the financial offer, each deliverable must be included. All deliverables MUST be completed within the assignment duration.
