At the regional level, the Regional MEAL Coordinator ensures that country offices under their portfolio adopt and effectively implement the Global MEAL framework. The role provides technical guidance, builds capacity, and ensures accountability to affected populations while promoting quality programming and continuous improvement. The Regional MEAL Coordinator supports high quality and accountable programming across the region by providing oversight and technical guidance to country-level MEAL staff. Working closely with the Global MEAL Lead and country teams, the coordinator ensures timely data collection, analysis, reporting, and use of evidence to inform decision-making and programme improvement. The role promotes learning, strengthens MEAL systems, and facilitates effective communication and alignment between global and country levels. Programme Oversight Provide technical support to country MEAL teams in planning, designing, and implementing MEAL systems in line with the Global MEAL framework. Design and roll out research tools, methodologies, and guidelines for quantitative and qualitative data collection. Oversee the process of receiving, cleaning, validating, and consolidating programme data from country offices. Coordinate regional-level evaluations, assessments, and learning studies, ensuring methodological rigour and ethical standards. Consolidate and review monitoring reports from country offices, ensuring quality, accuracy, and timeliness. Ensure that M&E plans and indicator tracking systems are harmonised across countries, with data aggregated at regional level. Monitor programme performance across the region, identify gaps, and recommend corrective actions. Support accountability to affected populations through feedback and complaint response mechanisms. Quality Management & Reporting Lead the analysis of programme data (quantitative and qualitative) and generate high-quality reports that highlight progress, achievements, challenges, and recommendations. Produce synthesis reports and regional dashboards for internal stakeholders, donors, and external partners. Facilitate the use of research findings and evaluation results for programme design and improvement. Foster a culture of learning and evidence-based practice across country offices. Facilitate regional learning events, lessons learned workshops, and dissemination of good practices. Ensure country teams are adhering to ethical standards in data collection, evaluation, and research. Oversee the effective use of information management tools (including Monitoring Action Tracker) and coordinate with the software development team for improvements. Promote consistency with donor requirements and sector quality standards across the region. Team Management & Capacity Building Provide technical guidance, mentoring, and coaching to country MEAL teams. Facilitate regional peer-learning opportunities and cross-country exchanges. Support succession planning by identifying and nurturing MEAL talent in the region. Contribute to performance reviews of country MEAL staff (in coordination with Country Directors). Organise training sessions and workshops to strengthen MEAL capacities at country level. Communication & Coordination Act as the primary link between country MEAL teams and the Global MEAL Lead. Maintain transparent and regular communication across regional and global MEAL structures. Represent the region in global MEAL discussions and contribute to organisational strategy development. Ensure that findings, lessons, and recommendations from the region are communicated to internal stakeholders for programme improvement. Requirements

Education & Professional Background Master’s degree in Social Sciences, Statistics, Development Studies, Public Policy, or a related field. Professional training in Monitoring, Evaluation, Accountability, and Learning (MEAL), research methods, or data analysis is an asset. Experience At least 4 years of progressively responsible experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) within the humanitarian or development sector, including 3+ years in a regional or multi-country role. Proven experience in designing and implementing MEAL systems, including indicator frameworks, data collection tools, and accountability mechanisms. Strong background in quantitative and qualitative research, data cleaning, analysis, and synthesis into high-quality reports for diverse stakeholders. Demonstrated experience in capacity building, mentoring, and technical support to country-level MEAL staff. Experience engaging with donors, partners, and external stakeholders on MEAL-related issues. Technical Skills Strong proficiency in statistical and qualitative data analysis preferably in a software (e.g., SPSS, STATA, R, NVivo, or equivalent). Excellent skills in report writing, data visualisation, and presentation of evidence for decision-making. Familiarity with information management systems, dashboards, and digital MEAL tools. Excellent analytical, problem-solving, and critical-thinking abilities. Strong organisational and planning skills with the ability to manage multiple priorities across countries. Effective communicator with excellent written and spoken English. Ability to work collaboratively with multicultural teams and adapt to diverse cultural contexts.
