Project Context and Scope : Survivors of modern slavery and human trafficking may choose to leave the UK and return to their country of origin for a variety of reasons. Some people wish to return home as soon as possible after being identified or leaving their situation of exploitation. Others may choose to return during or at the conclusion of the National Referral Mechanism (NRM) process. Regardless of the reason or method for their return, it is vital that they receive support throughout this process to help them return and reintegrate safely. Support throughout the process can lead to improved protection outcomes, including protection against the risk of being re-trafficked. UK support providers, including government and non-government organizations, play a key role in preparing survivors for return and assisting them to access reintegration services and other forms of support in their countries of origin. However, potential areas for improvement have been identified among voluntary return support providers in the UK, including how risks are assessed and managed; the quality and consistency of information provided on support available in countries of return; understanding barriers to accessing services; and how to ensure procedures for contact / referrals are clear and consistent This project seeks to increase the capacity of organizations to improve voluntary return and reintegration outcomes for survivors of modern slavery returning from the UK. One of the key activities of this project is to develop service directories of available services which can support returning survivors reintegrate into their countries of return. Such directories were already developed for five key countries of return (Albania, Brazil, China, India and Pakistan) in the first phase of the project, available to download from the project webpage . For the second phase of the project, these existing service directories will be updated and expanded, and new service directories will be created for two additional countries : Romania and Viet Nam exercise and create / expand the service directories. In particular, the consultant will identify and record assistance services available for returning potential and confirmed survivors of human trafficking and modern slavery in Pakistan. The target audience will be potential or confirmed victims of human trafficking and modern slavery from Pakistan who are in the UK and have expressed an interest in returning home, as well as the UK-based organizations who are providing them with support pre-departure to help them understand the information and make referrals where appropriate. Tasks to be performed under this contract Category B Consultants : Tangible and measurable outputs

of the work assignment Tasks Systematically identify and record or update services that are available for potential and confirmed survivors of modern slavery and human trafficking returning from abroad. This should cover (at a minimum) services such as : Medical assistance (including psychosocial support) Education and vocational training Employment and economic empowerment Legal assistance Safety and security services Self-actualisation support services (e.g. using talents, setting goals for self- advancement and articulating personal goals and dreams) Existence / functioning of any National Referral Mechanisms (NRMs) Services should include : General assistance services Specialist services for survivors of trafficking Assistance services for specific categories of vulnerable persons (for example, single parents, individuals with disabilities, persons experiencing housing insecurity victims of violence) Assistance for individuals who are members of minority groups (including ethnic minorities, racial minorities, religious minorities, sexual minorities or individuals with disabilities) Government / public services as well as services from NGOs / civil society sector / community groups Details should be captured on : Who provides the service (covering central, regional or local government agencies as well as non-governmental organisations) The population(s) they support, and under what conditions, such as if they have eligibility criteria (e.g. women only, those with confirmed status, those who have been contributing to social security, require identification, charge fees etc) How survivors can be referred to the service providers (contact details, service times and specific referral information where it is available), including any potential challenges or requirements around language or location of referring organization Whether the service provider is registered, certified and / or accredited should be recorded (where this is required according to the national context The services may be nation-wide or focus on specific areas within a country. Process and Methodology It is expected that the process will begin with desk-based research to gather as much information as possible, based on the details above. Following this, telephone, video call or in person contact is expected for each service provider (as part of the information part of validation process) to : Confirm they agree to have their service information available publicly (printed and digitally) Provide any information that may not have been available online Confirm the accuracy of the information included Ascertain if the service provider is able / willing to provide trauma-informed, victim-centered, gender sensitive and culturally appropriate care (and child friendly for those returning with children), including whether services are provided in line with national legislation / guidance or good practice guides. Standardized mapping tools, including an interview guide and data collection tool, will be provided by IOM to gather and record the information required. The final output will be available in English and Urdu (language of country). The data can be collected in either language and then translated Category B Consultant hired to deliver a report on a three-instalment payment basis : First deliverable

– A completed Excel file including all the services mapped and researched, will all fields duly completed with accurate, clear and detailed information. (Excel file / mapping tool to be provided). An updated and expanded service directory which fills the gaps identified in the first version of the service directory. This should be done in a Word document which refers to the first version of the directory to clarify to the designer what changes should be made where in the first version Second deliverable

A service directory in the template format (Word document) provided, including an introduction and key context for country Pakistan, and a comprehensive list of services available to survivors returning to the country. This should include all the aspects outlined above. Third deliverable – A final version of the service directory after receiving and implementing feedback from IOM and key stakeholders. Performance indicators for the evaluation of results

Conducted review and reflection workshops with relevant stakeholders Data collection is completed in line with agreed methodology. Draft service directory submitted within the specified timeline, meeting quality standards. Qualifications

Education Post graduate degree in social / political sciences or a related field. Experience Demonstrated expertise and experience (at least 5 years) in research. Extensive understanding of general assistance services available in Pakistan Proven capacity and experience in providing consultancy services for IOM or other organizations. Skills
