Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan citizens Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance, thereby facing significant challenges.
Under the direct supervision of the Protection Field Coordinator (Balochistan) and the overall supervision of the Protection Officer, the incumbent will assist and support the implementation of protection monitoring and analysis activities as part of IOM’s Protection activities and will be responsible for the following tasks :
Responsibilities and Accountabilities :
1) Assist in planning, coordinating, implementing, and monitoring project activities, including, but not limited to, protection monitoring.
2)Assist in ensuring the quality and accuracy of data entered into protection monitoring tools, in line with Standard Operating Procedures (SOPs) and other guidance.
3)Conduct weekly, monthly, quarterly, and ad hoc data cleaning and organizing, consolidating data from previous data collection exercises, and preparing data analysis, as required.
4)Review, compile, summarize, and analyse information and data collected through protection monitoring.
5)Monitor the work of Implementing Partners, ensure effective communication, support with implementation challenges when necessary, and report any non-compliance to the supervisor.
6)Maintain an up-to-date and in-depth understanding of protection risks, community dynamics, and displacement trends in the various communities and locations monitored by IOM, including for ACC holders, undocumented Afghan migrants, and the host community.
7)Provide administrative support related to protection monitoring activities, including preparing purchase and payment requests, monitoring financial expenditures, and performing other support activities in coordination with the Procurement and Resource Management Units and in line with IOM´s regulations.
8)When required, conduct data collection, including key informant interviews, focus group discussions, and household surveys, in coordination with IOM Implementing Partners.
9)Conduct capacity buildings trainings and prepare training materials on topics such as, but not limited to, data collection techniques, ethics and principles in data collection, protection mainstreaming, Preventing Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV), Housing, Land & Property (HLP), for IOM’s Implementing Partners, as well as relevant stakeholders, where / when required.
10)Organize meetings, workshops, and training sessions; provide logistical and administrative support as needed.
11)Provide inputs for the development of data collection tools, capacity building materials, and Standard Operating Procedures (SOPs).
12)Compile, summarize, analyse, and present information / data on specific project topics, highlighting key trends and noteworthy issues for the consideration of appropriate parties.
13)Perform other related duties as assigned.
