Start Network is looking for a Pakistan-based consultant(s) to conduct a programme evaluation for Start Ready Heatwave Activation in Pakistan . This evaluation will cover both the operational readiness activities (National Reserves) and anticipatory actions implemented through Start Ready to mitigate the impacts of the forecasted heatwave in targeted areas.
It is intended to be primarily a process evaluation – documenting and understanding the activities undertaken by Start Ready members – with a light-touch impact evaluation component, in order to contextualise the findings. A participatory design process is anticipated, where Start Network, implementing agencies, a steering group for the evaluation, and the selected consultants will collaborate to refine and finalise the evaluation questions and methodology. The evaluation is expected to use a mixed-methods approach, balancing a broad overview of achievements, identification of trends and patterns in quantitative data, and detailed case studies and explanations of outcomes and lessons learned.
The primary users of the evaluation are Start Network, its member organisations, relevant government departments to inform programme improvement and DRF system strengthening, and for reporting back to donors to demonstrate the results of Start Ready’s Risk Pooling approach.
